Performance NotesIn attendance at this ball was the controversial figure, Sir Joseph Ball, who is often regarded as Britain's first spin doctor.

In March 1935, Isador Ostrer of Gaumont British agreed to help the National Publicity Bureau organise itself for propaganda, along with other film and media production companies. Ball reported to Chamberlain in June 1938 that he had 'cultivated some close personal contacts with the leaders of the British film industry' and was 'satisfied that I can count upon most of them for their full support to any reasonable degree.'

With the outbreak of World War II (a year after this ball), Joseph Ball was hired into the Ministry of Information as the director of the Films Division. Previous to this position he was in charge of publicity at the Conservative Central Office. There followed a period of censorship and 'bland treatment of Nazi Germnay in pre-war newsreels.'

Ball left this position as the Films Division came under criticism for lack of effective propaganda during the Phoney War period. Despite Ball's claims to have excellent relations with heads of production studios, distributors and newsreel companies, he was replaced by rank amateur Sir Kenneth Clarke.
