He studied violin and composition in Florence and studied conducting with Franco Ferrara. He was the winner of the international conducting competition of RAI in Milan and then became a student and an assistant to  Tullio Serafin. 
Boncompagni was the principal conductor for four years at the National Theater of Brussels (Théâtre de la Monnaie), and during this time, he conducted all the tours that the National Theater of Brussels made to Paris and Vienna. At the Royal Opera Theater in Stockholm he was appointed permanent conductor of Italian repertoire for two years, and also conducted the guest performances of Un Ballo in Maschera and Carmen at the Deutsche Staatsoper in Berlin with the Royal Opera from Stockholm. Elio Boncompagni was the artistic director and principal conductor for three years at the Theatro San Carlo in Naples.

From 1996 until 2002, Elio Boncompagni was the General Musical Director in Aachen, Germany.  During these six years his title included being the musical director for Theater Aachen and the artistic and musical director for Sinfonie Orchester Aachen.  As musical director of Theater Aachen he was responsible for the opera productions and as the artistic director, and musical conductor of the symphony, he was responsible for all the concerts and tours performed by Sinfonie Orchester Aachen. He has conducted such operas in Aachen as "Boris  Godunov," " Turandot,"Il Trovtore", "Tannäuser", "Don Sebastiano", "Madama Butterfly", "Rigoletto", "Ariadne auf  Naxos".
