Choe was born in Fukuoka, Japan. Choe's mother is a traditional Korean dancer, and Choe studied at a ballet school in Japan from age five to 14. She continued her training in Paris after that. At the age of 16, Choe won a silver medal in the "Concours international de danse de Paris".[

At the Prix de Lausanne in 2002, Choe won both the first prize and the contemporary dance prize. She then joined The Royal Ballet in London, where her first major solo role was in Sleeping Beauty as Princess Florine. She has since danced the Fairy of the Crystal Fountain and in 2014, Princess Aurora (the titular sleeping beauty). One of the main reasons why Choe wanted to join the Royal Ballet was to dance in the ballets created by Frederick Ashton and Kenneth Macmillan.

In 2008, Choe was promoted to First Soloist, danced the Sugar Plum Fairy in The Nutcracker, and created one of the six female roles in Wayne McGregor's Infra, with music by Max Richter.

In 2009, The Guardian chose Choe as the dancer on their "hotlist" of rising stars to watch, quoting Lauren Cuthbertson, "I can't take my eyes off her. She radiates joy in the purest sense".

In 2014, Choe had to replace the injured Natalia Osipova at short notice as Princess Aurora, her debut in the lead role in Sleeping Beauty. Osipova's appearance was eagerly anticipated.
